.. ... <br />Mr. Morey Anderson <br />Mr. Ken Simons <br />Ms. Patricia Commers -2- March 31, 1982 <br />Either meeting has a hearing officer, i~ fully transcribed, and con- <br />tinued until all persons have an opportunity to be heard. For either, a <br />set of Findings is prepared and the EIS decision is made by the Board at <br />a regularly scheduled EQB meeting. The information meeting process is <br />less time consuming, less expensive and does not require pre-hearing <br />conferences or pre-trial testimony; it is also conducted more <br />informally. The .parties to the action must determine the type of <br />meeting to be held. The decision to hold an information meeting must be <br />unanimous and in writing. Please notify me in writing as soon as <br />possible if you wish an information meeting to be held for this project. <br />(You may use the attached form.) <br />By phone, all three parties (Ramsey County, New Brighton and the Long <br />Lake Improvement Association) have indicted a preference for an infor- <br />mational meeting. The EQB has scheduled the meeting for Wednesday April <br />28, 1982. This will be finalized upon receipt of the written agreements. <br />I am enclosing the criteria the EQB will use to determine whether or not <br />an EIS will be required for this project. An EIS, if it is required, is <br />a study to collect more detailed infromation on the environmental <br />effects. of an action. An EIS is not a permit nor does it stop a <br />project.
