For either, a set of Findings is prepared and the EIS decision is made by the Board at a regularly scheduled EQB meeting. The information meeting process is less time consuming, less expensive and does not require pre-hearing conferences or pre-trial testimony; it is also conducted more informally. The .parties to the action must determine the type of meeting to be held. The decision to hold an information meeting must be unanimous and in writing. Please notify me in writing as soon as possible if you wish an information meeting to be held for this project. (You may use the attached form.) By phone, all three parties (Ramsey County, New Brighton and the Long Lake Improvement Association) have indicted a preference for an infor- mational meeting. The EQB has scheduled the meeting for Wednesday April 28, 1982. This will be finalized upon receipt of the written agreements. I am enclosing the criteria the EQB will use to determine whether or not an EIS will be required for this project. An EIS, if it is required, is a study to collect more detailed infromation on the environmental effects. of an action. An EIS is not a permit nor does it stop a project. It is to be used as a guide in issuing, amending, or denying permits and carrying out other responsibilities of public agencies to avoid or minimize adverse environmental effects. I will be contacting each of you again concerning meeting arrangements. In the meantime, please indicate to me in writing, your preference for the type of meeting to be held.
