Minneapolis, Minnesota 55455 Dear John: The Mounds View Community Education 1ldvisor_y Council is invo`.-ed in studying the impact of cuts in co-curricular activities on residents of the community. I am chairing the committee that is conducting the "study" which will be presented to the school board on February 8th. 11s our committee has dealt with the issue, i.t has become apparent that the district and the four mun=i_cipalities which it encompasses have a need for a comprehensive plan for delivery of leisure services. This need is becoming more apparent as we view the ever expanding budget- problems that all human service providers are encozrntering. The pro- posed plan would include at least the following elements: -Goals and objectives -Inventory of existing offerings -Needs/attitudes survey -Description of existing delivery systems -Formulation of alternative delivery systems -Provisions for special populations -111ternative financing systems -Description of existing facility use policies -New or additional facility use policies -Plan review and amendment procedures -Summary/recommei~'dations The plan would be a joint effort of the five agencies and would ultimately be approved by the four city councils and the school board. The plan would be dc:r~~:~ "in-house" and we hope to have it ready for submittal by June 1, 1982. We anticipate a considerable amount of difficulty meeting our timelines unless we can find • some help, tde would appreciate an intei.n if you have one avail- able and if possible also some assistance in design, conduct and tabulation of community needs/wants assessment.
