4 <br />September 1, 1982 Park Board Minutes Page.3 <br />• Olson mentioned beer by the churches would not be allowed. <br />Gunderman stated that in the past the city council has been un- <br />decided in regard to the trust fund. What are"the options? Can <br />we have a safeguard against losing the whole works? <br />Fornell said he would have to give it some thought. The City <br />Council is duly authorized to spend all monies. It could be set <br />up as a separate fund and a resolution would have to be adopted if <br />it were to be used for other than park purposed. It would be just <br />a trust. <br />Gunderman said he would like to see the money designated in such <br />a way that it would be safeguarded. <br />Fornell said an ordinance could be set up but the Council can <br />change the ordinance. Legally don't see anyway to tie it up <br />with a board, etc. <br />Johnson said he would like to see the principal protected. Don°t <br />care about the earnings and how that is spent but have it as a <br />.pool and could use it to build upon. <br />• Fornell said that once the city receives the money, publicize it <br />right away as a trust fund for these types of services. <br />Johnson said he would not like to see the money so hard to get <br />at that it could not be used if needed for a crisis. <br />Johnson asked if anyone else had feel~,ngs about using the money <br />for only CIP. <br />Anderson said it has been an assumption that we will use the money <br />for operating expenses at Long Lake. If we could identify administrate <br />tive costs incurred by Long Lake park and charge to this fund, .could <br />make a case for that. <br />Gunderman said he favors what Johnson said about using the excess <br />but protecting the principal. <br />Johnson said he likes Fornell's idea about advertising to the public <br />as soon as we get the money. <br />Anderson said he likes Johnson's idea about getting ether people <br />to put into the fund. <br />Schmidt said the Lions would like to contribute money. There are <br />organizations that want to donate. <br />Anderson said we are talking about using a similar process for the <br />CIP. Might be able to tie it in somehow. <br />
