Fornell, City Manager <br />RE: Use of the Local .Cost Reimbursement-Long Lake/Rush Lake Park <br />I noted in the August 4th Park Board minutes that it was <br />inferred that I had stated that the reimbursement go into <br />the City "coffers". I don't know if this implies that it <br />would go to the General Fund, used o pay for most City <br />services. If so, that is not and has not been my position. <br />My position in regard to the use of the reimbursement from <br />the onset has been to invest the money and keep it in a <br />separate trust fund to be used solely for park and recreation <br />department expenses. I have a general bias towards use of <br />the interest earnings for operating expenses but some percentage <br />use for capital improvements, especially until Long Lake Park <br />is on-line and incurring operating expenses, is warranted. <br />I have advocated the use of liquor operation profits, in <br />part, to some non-park improvement projects - the traditional <br />use of this money.. <br />I will attend the September Park Board meeting and respond <br />to your questions and concerns about this issue and the <br />capital improvement program. <br />JWF:jf <br />
