JOIT°dT_. NE?'7 BRLGHTON PARK -BOARD
CI'L'Y COUNCIL DREETING A~?b HEFP.Ii~TG
MARCH 3, 1982
I. The meeting was called to order by Chairperson Gunderman at 7:30 p.m.
II. Members present: All Park Board and Council members present
III. Minutes of February 3, 1982 - No action taken
IV. Correspondence
A. Council Report - None
V. New Business
A. Discussion of Master Plan for Long Lake Park
Anderson updated residents on where we are and how we got here..
In 1967 a bond referendum was passed which included Long Lake.
The park was to include a day camp, beach, picnic facilities,
child play centers,. archery and nature center. The plan was
vahat sold the bond issue. The plan was adopted by the City
Council.. In 1969_-70 the land was purchased and the owner
was given 10 year tenancy on the land. In 1973 Ramsey County
requested purchase of the Rush Lake site, and New Brighton
supported the purchase. The land was purchased and a concept
plan-developed in 1974. There was a blending of the two sites
and in 1977 we were getting .serious about development.. We
wanted people's interests met so a survey was done. The
majority wanted the park to be passive. The word had a
different meaning for many individuals. However, the top
five things chosen were trails, nature study, swimming,
fishing and picnicking. The. more active sports and activities
were lower on the priority list. The city, after much discussion
and many. meetings, developed a concept plan. The plan now is
much the same as in 1977. In August of 1981 the City and
Ramsey. County developed a joint powers agreement for operation
and maintenance of the park site. The park is now a regional
facility, A regional park is not a regional preserve, it is a
park. A master plan was put together over .the last 42'months.
The Long Lake Study Committee worked with Ken Simons and Mauue
Anderson , After many meetings,:-the master plan was composed.. Long
Lake Park was on the agenda 58 times out of 78 Park Board meetings
since 1975. After tonight there will be a meeting Monday, March 15th,
7:30 p,m. at Highview cafeteria. The Park Board will consider the
plan at this meeting for the first time. The Council may take
action on Tuesday, March 23rd. Once the plan has been .approved
by the Council, which may take more than one meeting, the plan
will go to Ramsey County and their board .will approve the. plan.
Once New Brighton and Ramsey County have approved, it will then
go to Metro Council. If they approve, it will be implemented.
