TO: ...:..`Metropolitan Council <br />SUBJECT: Determination of Need for an Environmental Impact Statement on the <br />_ Waste Energy. Systems Incinerator, Midwest Asphalt Corporation, New <br />Brighton, Minnesota <br />Background <br />At its meeting of November 8, 1983, the Committee reviewed the staff report and <br />recommendations of the Metropolitan Waste Management Advisory Committee regard- <br />ing need for an environmental impact statement on Midwest Asphalt Corporation"s <br />proposal to build a 200 ton-per-day waste-to-energy project in New Brighton. <br />The Committee concurred with the advisory committee"s recommendations. <br />. Issues and Concerns <br />None ~ _ <br />Recommendations <br />-That the Metropolitan Council adopt the Findings of Fact and Conclusions <br />contained in the staff report to the Advisory Committee dated October 24,.1983. <br />-- That the Metropolitan Council find that.the Midwest Asphalt incinerator project <br />does not have the potential for significant environmental effects. <br />That the Metropolitan Council issue a negative declaration stating that an EIS <br />is not necessary on the proposed Midwest Asphalt waste-to-energy project. <br />• Respectfully submitted, <br />Josephine Nunn <br />Chair <br />SE1177 <br />
