Anders~~rector of Parks and Recreation <br />Re: 1983 Summer Programming <br />The Park Board had recommended and the Council concurred <br />in approving the development of a cooperative summer school <br />program .for New Brighton residents. This concept was pro- <br />.posed by the Mounds View Community Education Department <br />and details were to be worked out by the staff of the <br />affected agencies.. <br />The program as envisioned included the following elements: <br />1) Provision of facilities and basic educational <br />classes by school district (paid by summer <br />school tax levy.) <br />2) Recreation/Enrichment classes offered by the <br />Park and Recreation Departments (fee supported) <br />3) Provision of transportation by School District <br />4) Joint publicity by cities and School District <br />5) Joint registration by cities and School District <br />Benefits of the program: <br />1) Reduced fees (50$ on average) to participants <br />in recreation classes because of lower instructor <br />rates <br />2) Slightly reduced promotional and administration <br />costs <br />3) More appropriate distinction of municipal and <br />district program responsibilities <br />This program was presented to a group of Mounds View ~ <br />teachers last week. The teachers were strongly opposed <br />to the program stating that fees charged by the district <br />are legitimate and that teachers are best qualified to <br />instruct these classes. The group advised the Community <br />Education Director that their union would oppose formation q <br />of this program. As a result, the Community Education <br />Department has abandoned the effort, at least for 1983. <br />Our department is offering an alternative to the district's <br />summer program. We will only offer recreational classes <br />staffed with qualified instructors and coordinated in such <br />a way that residents could send their children to the edu- <br />cational classes offered by the district and to our recrea- <br />tional classes. <br />
