Funds <br />Attached is a draft resolution prepared by city staff. - <br />The resolution has been reviewed by the Finance Depart- <br />ment and the City Manager. The proposed use differs <br />from the Park Board's original request specifically in <br />reimbursement of attorney fees. However, these fees <br />were charged to the Parks CIP program and if not reimbursed, <br />there will be a shortfall in the 1983 CIP. <br />The last clause of the resolution states that funds left <br />over after Long Lake operation expenses .and Parks Capital <br />Improvement Program are funded, will be used for Parks <br />and Recreation Department operating expenses. In my judg- <br />ment, there is little likelihood of the funds stretching <br />that far since Long Lake costs, and even a modest CIP for <br />parks will exhaust the. interest from the investment. I <br />see no harm in the inclusion of that statement if the <br />Manager and Council realize that it is probably not a <br />source of revenue to depend on. <br />The Park Board had recommended that a fixed amount. be <br />added to the fund annually. Staff is of the opinion that <br />given present fiscal constraints that revenues should be <br />spend rather-than reinvested. <br />
