January 25, 1983
To: James W. Fornell, City/Manager
From: Maurice H. Anders,~~ector of Parks and Recreation
Re: 1983 Summer Programming
The Park Board had recommended and the Council concurred
in approving the development. of a cooperative summer school
program for New Brighton residents. This-concept was pro-
posed by the Mounds View Community Education Department
and details were to be worked out by the staff of the
affected agencies.
The program as envisioned included the following elements:
1) Provision of facilities and basic educational
classes by school district-(paid by summer
school tax levy)
2) Recreation/Enrichment. classes offered by the
Park and Recreation Departments (fee supported).. '
3) Provision of transportation by School Distri.~t
4) Joint publicity by cities and School District
5) Joint registration by cities and School District
Benefits of the program:
,l) Reduced fees (50% on average) to participants
in recreation .classes because of lower instructor
rates -`
2) Slightly reduced promotional and administration
COStS
3) More appropriate distinction of municipal and
district. program responsibilities
This program was presented to a group of Mounds View
teachers last week. The teachers were strongly opposed
to the program stating that fees charged by the district
are legitimate and that teachers are best qualified to
instruct these classes. .The group advised the Community
Education Director tha-~ their .union would oppose formation
•~ of this program. As a result, the Community. Education
Department has abandoned the effort, at least for 1983.
Our department is offering an alternative to the district's
summer program. We will only offer recreational-classes
• staffed with qualified instructors and coordinated in sucYt
a way that residents could send their children to the edu-
cational classes offered by the district and to our recrea-
tional classes.
e.~re Rte:^.v- , ' .^.wnm.L~~nn^:e^.?l~. aA?`!~Ery;'+C":, n^ri..yAS=PSGF 1 ',S4?'1F';W f r.;.. ~ ...e e__. -. vo f x 'r 2:~;~:~. ~ue~.v.. ... ~ ~ .. .~4r.7 .. ..
