January 20, 1983
To: New Brighton Park Board

par s wil ex aust t e in eres rom a roves men .
see no harm in the inclusion of that statement if the
Manager and Council realize that it is probably not a
source of revenue to depend on.
The Park Board had recommended that a fixed amount be
added to the fund annually. Staff is of the opinion that
given present fiscal constraints that revenues should. be
spend rather than reinvested.
From: Maurice H. AndersC~~.~'~~ctor of Parks .and Recreation
Re: Recommendations Regarding Resolution on Use of
Long Lake Park Funds
Attached is a draft resolution prepared by city staff.
The resolution has been reviewed by the Finance Depart-
ment and the-City Manager. The proposed use differs
from the Park Board's original request specifically in
reimbursement of attorney fees. However, these fees
were charged to the Parks CIP program and if not reimbursed,
there will be a shortfall in the 1983 CIP.
The last clause of the resolution states that funds left
over after Long Lake operation expenses and Parks Capital
Improvement Program are funded, will be used for Parks
and Recreation Department operating expenses. In my judg-
ment, there is little likelihood of the funds stretching
that far since Long Lake costs, and even a modest CIP for
k 1 h h t t f th t t I
