.December 7, 1983 Park Board Minutes Page 4 Gunderman asked if .there was a major conflict with the time the park opens and closes. Ken Simons said the park opens at sunrise and closes at sundown. Action could be taken to change the time to the City's preference. It has always been the County's preference not to have to enforce ordinances at night. It may be possible to change the time for certain activities. Carlson said that closing the park at sundown would be inconvenient since sundown is generally 4:30 or 5:00 pm during winter months. .This would eliminate any. walks or cross country skiing in the park of ter that time. Ken Simons stated the sunset time can be waived with County Board approval. MOTION BY GUNDERMAN. It stated that Ramsey County is responsible for patrolling the lake surface. MOTION BY VAN HATTEN THAT THE AREA IN THE PARK ON THE WEST SIDE OF THE RAILROAD TRACKS BE DESIGNED AS A SNOWMOBILE AREA. MOTION DIED FOR LACK OF A SECOND. MOTION BY VAN HATTEN, SECONDED BY CARLSON, THAT THE PARK BOARD TAKE THE POSITION THAT SNO[aMOBILING BE ALLOWED ON THE LAKE SURFACE. Dahl asked about access. Carlson said that at the present time .the beach area is-the.. access. Anew area will have to be designated later when the beach is moved. MOTION PASSED. The Park Board. wanted the-pubic'aware that cross country-skiing. and any other non-motorized activity be allowed in the entire park. MOTION BY CARLSON,. SECONDED BY VAN HATTEN, THAT ANY NON-MOTORIZED OFF ROADWi4'~(RECREATION ACTIVITIES BE ALLOWED IN THE ENTIRE PARK. MOTION PASSED.
