Anderson, Director of Parks and Recreation <br />Re: September Agenda Items <br />Long Lake Surface Use Ordinance <br />During the high water.. times this spring there was considerable -- <br />discussion between the Parks-Department and Take residents re- <br />garding the lake closings. There were several points of contention. <br />Among. them were:.. <br />-The closing level was..too.high. <br />-The closing level was. too low <br />-The enforcement. was not effective <br />-The enforcement was too strict <br />-Inadequate notice was given <br />-Only the north basin should be closed <br />Our question is this,.. in. absence of any ;formal communication .from <br />homeowners or the public, is the Park Board interested in revising <br />the ordinance. <br />The Parks Department is considering. opening the beach area for up to <br />launching of -four trailered boats during the swimming season. Again <br />we have had no written requests-but have had at .least 25 oral re- <br />quests during 1984. <br />Hidden Oaks Hockey .Rink-Use <br />The Parks .Department has allowed Fridley Grace J.V. hockey team <br />to use this rink three afternoons per week during the skating <br />season. Reasons for .this decision were: <br />-The J.'V. program would fold without this help <br />-A significant number of the participants are New <br />Brighton residents <br />-Practices occur before normal rink use begins in the day <br />We-have encountered some problems with this practice. including <br />-Damaged ice due to use during warm weather <br />-Use conflicts during MV school holidays <br />^Complaints from neighbors regarding "church" use <br />of a public facility. <br />We are considering discontinuing this use and would appreciate your <br />advice. <br />
