April 18, 1984
To: New Brighton Park Board
From: Maurice H. Anderson, Director of Parks and Recreation
Re: April 23, 1984 Agenda Items
Long Lake Park Advisory Board
Ellen Dahl has indicated a desire not to be reappointed. This
board serves a valuable-function as a "buffer" and advisory
body to the Ramsey County staff as well as the Board of Commissioners.
As indicated by the attached letter, the Long Lake Improvement Assn.
and its supporters have continued to oppose development of the park
rather than provide constructive input into the city/county decision-
making process.
I encourage the Park Board to carefully consider its appointment and
choose a member-who is very familiar with the project and willing to
strongly support the approved master plan.
Centex Development
I haven't received a revised plan as yet from Centex, however, my
discussions .with them indicate that they .have met the Park Board's
request for open space both inside and outside of the development..
Their current proposal is to donate approximately 4.5 acres of land,
not including the pond, 2 built tennis courts, and a parking lot.
I have checked with several communities that have park dedication
ordinances and they would typically require a dedication of 100 of
the land or a cash donation of approximately $300 per unit. .The
proposed Centex dedication considerably exceeds that which would
be required under most park dedication ordinances.
This dedication does not mean that the proposal is good for the
city, in my judgment it does mean the park systems needs are
adequately served if the Planning Commission and City Council can.
live with the proposed density.
