HEAD'S APPROVAL: NA <br />MANAGER'S REVIEW/RECOMMENDATION: 7~"/~ <br />No comments to supplement this report ~ Comments belowlattached <br />EXPLANATION/~l)tulN><AEiX (attach supplemental sheets as necessary): <br />Attached is a draft copy of the Storm Water Management Plan prepared for <br />the City of New Brighton by Barr Engineering Company. The plan has been a <br />long time in preparation but now is basically complete and ready for review <br />and final approval by the City. <br />Since we began working on this Storm Water Management Plan in June of 1981. <br />there has been a new emphasis on watersheds, water quality and flood pro- <br />~ection which has culminated in the passage of the State 509 Watershed Law. <br />Being completed after adoption of 509 our Storm Water Management Plan was <br />modified to be in compliance with 509. In fact the primary delay in <br />1.;ompletion of our plan was the uncertainty of how the State Law would <br />impact local plans. As it turns. out our plan is one of the first plans <br />completed under 509 which has obvious advantages and disadvantages. <br />The Rice Creek Watershed Engineers have been involved in the development <br />of our plan from the start and the Board of Managers have recently reviewed <br />the plan and granted conditional approval on July 27, 1983. Their approval <br />is conditioned on any changes in the plan being subject to their review <br />and the acquisition of all of the existing and proposed storm water <br />retention areas in the plan. <br />In order to understand the intent of the Watershed District conditions it <br />is necessary to consider their basic rate of run-off and water quality <br />policies. The rate policy restricts storm water run-off to predevelopment <br />rates, to eliminate downstream flooding. The quality policy basically <br />requires primary treatment of storm water to improve water quality. Both <br />policies are best accomplished by holding rainstorm peaks and releasing <br />the storm water at a slow rate. <br />RECOMMENDATION <br />To refer the draft copy of the New Brighton Storm Water Management Plan <br />to the Planning Commission, Park Board and Environmental Quality Commission <br />.for review and comment. <br />Les ie J.
