Long Lake Regional Park Advisory Board <br />Minutes <br />Meeting of February 15, 1984: Edgewood Community Center, Room 203 <br />Members Present: Mark Anderson, Ellen Dahl, Ken Johnson, JoAnn Knuth, Nito Quitevis, <br />John Schultz <br />Staff Liaison: Ken Simons, Ramsey County <br />1. The meeting was called to order by chairman Schultz at 8:05 p.m. <br />2, San Newham and Jerry Bensing presented a New Brighton Historical Society <br />report. Pictures and discussion centered around the ruins of old structures, <br />part of New Brighton's history,. which should be preserved. The State <br />Historical Society has been helpful as to how best preserve ruins. The <br />New Brighton Society hopes to use the preserved ruins as an educational tool <br />for people in the community. <br />Schultz expressed concern for the ruins,. from the stockyards, which are not. <br />actually in the park. Bensing stated that the historical sifnificance of <br />the ruins would be depicted by viewing and markers. He stated that the <br />Historical Society had been in contact with Dick Burry, developer of .the <br />non-park site of the artifacts, and had received preliminary cooperation from <br />him. <br />Schultz questionned how the ruins located in the narrow portion of the park, <br />along the rail bed, would be preserved in view of the proposed road which <br />would run through that area. Bensing and Simons agreed that some Historical <br />Society/Ramsey County cooperation would be necessary in the design of the <br />facilities for that area. It is conceivable that access to the proposed <br />boat launch could be from the south shore of Long Lake, if it is possible to <br />build and staff a gate house at that location to regulate traffic. <br />The issue of cost. was mentioned briefly, with no resolution. <br />3. Schultz presented his draft of a letter to the City of New Brighton Planning <br />Commission, stating the Advisory Board's concern about the proposed develop- <br />ment of a solid waste steam generating plant just to the east of the park <br />site. The Board approved the letter with minor additions and changes, and <br />requested that copies be forwarded to the New Brighton City Council and the <br />Ramsey County Board. <br />There was additional discussion of this proposed development.. Variances <br />would be required for the number of garbage trucks, and sensitive zoning. <br />There is groundwater contamination in the area, and the PCA won't allow <br />building of the steam plant until that problem is solved; however, Ken Simons <br />.stated that the site of the steam plant has been moved to the south of its <br />original location to solve that problem. <br />4. Schultz asked for comments on his draft letter to Ramsey County Board <br />and New Brighton Council, which consisted of a report of the activities, <br />actions and recommendations of the Advisory Board to date. The draft. received <br />Board approval. <br />5. Copies of communication between Anthony Crea and Richard Brubacher regarding <br />the proposed waste energy plant were received. <br />6. Minutes of the January 18, 1984 meeting were approved as received. <br />7. The meeting was adjourned by chairman Schultz at 9:45 p.m. <br />
