Anders~'t~ireCtor of Parks and Recreation <br />Re: Stormwater Management Plan <br />Copies of this planwere distributed with the rdovember, 1983 <br />agenda. Please .review this information prior to the February <br />meeting. A representative from Barr Engineering will be <br />present at the meeting to discuss details of the-plan. <br />I support the concept utilizing public open space for storm <br />water storage; the alternative being wet basements., increased <br />erosion, decreased water .quality in streams and lakes,. and <br />increased downstream flooding. I do not. believe,. however, <br />that the Park .Board or staff can recommend adoption of this <br />plan until grading plans.. have been established .for. the. <br />affected parks. .Unless ..this is done, we are agreeing to <br />accept unknown changes to the park system at some unknown <br />point in time. Stormwater.retention and grading changes are <br />proposed for Sunny Square, Freedom and Veterans Parks. Sunny. <br />Square has a low.. area that can easily accomodate the projected <br />storage, veterans Park will be redeveloped as part of the <br />downtown development and park and water storage plans can be <br />developed concurrent y. Freedom Park is fully developed and <br />a great deal of storage is anticipated, if physical changes <br />are going to be made, I believe the Park Board should approve <br />the changes in advance ,of plan approval. <br />My recommendation is that the Board recommend approval of the <br />Stormwater Management Plan only after revised grading plans <br />for Freedom Park have been prepared and approved by the Board. <br />
