January 27, 1984
To: Park Board. //~~
From: Maurice H. Anders~'t~ireCtor of Parks and Recreation
Re: Stormwater Management Plan
Copies of this planwere distributed with the rdovember, 1983
agenda. Please .review this information prior to the February
meeting. A representative from Barr Engineering will be
present at the meeting to discuss details of the-plan.
I support the concept utilizing public open space for storm
water storage; the alternative being wet basements., increased
erosion, decreased water .quality in streams and lakes,. and
increased downstream flooding. I do not. believe,. however,
that the Park .Board or staff can recommend adoption of this
plan until grading plans.. have been established .for. the.
affected parks. .Unless ..this is done, we are agreeing to
accept unknown changes to the park system at some unknown
point in time. Stormwater.retention and grading changes are
proposed for Sunny Square, Freedom and Veterans Parks. Sunny.
Square has a low.. area that can easily accomodate the projected
storage, veterans Park will be redeveloped as part of the
downtown development and park and water storage plans can be
developed concurrent y. Freedom Park is fully developed and
a great deal of storage is anticipated, if physical changes
are going to be made, I believe the Park Board should approve
the changes in advance ,of plan approval.
My recommendation is that the Board recommend approval of the
Stormwater Management Plan only after revised grading plans
for Freedom Park have been prepared and approved by the Board.
