Arlington <br />Heights. Park District and the surge <br />of development in this` community <br />occurred in 1925. Arlington Heights <br />is located northwest :of 'Chicago, <br />along the Chicago and Northwestern <br />Railroad. Along with the develop- <br />merit of new homes and industry in <br />the village came the installation of <br />storm water detention and. retention <br />basins. Developers often turned these <br />detention basins over to the village, <br />which in turn made agreements <br />with the park district to `.maintain <br />these areas as park open space. <br />.Despite efforts to control the storm <br />water run-off, the village was inun- <br />
