Provide facilities such as sidewalks, street lights, sema- <br />phores, and police services to maintain and improve <br />safe access to school facilities. <br />2. Cooperate with school systems, both private and public, <br />to provide services and/or facilities where the joint use <br />ar operation can expand the present level or variety of <br />uses to the benefit of both parties. <br />Park FaCI~1t1ES The City of New Brighton Comprehensive Park Plan is <br />intended to provide a framework to guide future development <br />of the Park and Recreation system in the City. <br />The plan will include: <br />1. A statement of goals, objectives and policies. <br />2. Maps showing facilities, barriers, population densities, <br />and zoning. <br />3. An inventory of existing facilities; public, private, <br />and commercial. <br />4. A needs assessment for the system and alternatives for <br />meeting those needs. <br />5. A statement of conformity with national, state (SCORP) <br />and metropolitan system standards. <br />6. Concept plans and descriptions of existing facilities. <br />7. Schedule of improvements through 1992. <br />8. Recreation programs and programming objectives. <br />9. Discussion of the needs of special populations. <br />The following objectives direct the implementation of the <br />recreation goals. The plan attempts to realize the goals by <br />assisting to: <br />1. Provide sufficient space for recreational purposes. <br />
