ci,apt.~ 6 Community Facilities ~~ <br /> <br />Program ~bjectiveS Development of a new summer youth activities program, <br />to replace existing playground program., <br />Development of more family oriented activities/classes, <br />open-ended programs, special events. <br />Development of a more balanced overall program offering. <br />Attempt to equalize opportunities for "Athletic" and <br />"Cultural" activities for youth through Senior Citizens. <br />Development of a policy for sanctioning and supporting <br />athletic organizations for which the Department provides <br />publicity and facilities. <br />Develop adult athletic associations to handle adult leagues <br />with the Department continuing to offer less structured <br />athletic programs: <br />Increase program offerings without increasing Department/ <br />tax payers cost through more joint programming efforts. <br />Increase use of non-school facilities where possible to avoid <br />school conflicts. <br />• <br />Development of continual updated clearing house of infor- <br />mation related to leisure-time pursuit. <br />Develop volunteer training program, coaches training program. <br />Implement and help promote the National Recreation and <br />Parks Association "Life. Be In It." carripaign, a 5 year program. <br />to promote a zestful approach to life in general through. the <br />encouragement of participatin in a broad range of recreational <br />activities that do not necessarily demand special instructiori <br />or special equipment. <br />Encourage handicapped individuals to participate in .more <br />programs either through mainstreaming or through. the <br />Department providing specially designed programs. <br />• <br />Special Populations A community with New Brighton's suburban image is <br />often perceived as being comprised of young, white, middle/ <br />upper class families with two school age children. While the <br />exact number is difficult to obtain, it is eviderit that the City. <br />contains significant populations of Asian immigrants and <br />some other minority races, has its share of physically and <br />mentally disabled persons and has an ever increasing popula-. <br />tion of elderly persons. <br />The Park and Recreation Department has consistently <br />made efforts to provide recreation programs to meet the <br />needs of these groups. There has; however, been no effort <br />to provide specific facilities for any of these special groups. <br />
