Parks oper- ation and maintenance may not be a park objective; but, each is essential to the park system in affording a paten- tial experience to each park user. Policies 1. There should be continued citizen participation through surveys, public hearings, etc. in the planning, develop- ment and evaluation of park and recreation open space facilities and activities. 2. Acquisition and/or development of recreation open space should emphasize location. 3. Where feasible, obstacles which isolate a neighborhood from a park site should be avoided. 4. Local schools, both public and private, should be encouraged to develop their recreational facilities and environmental study areas in coordination with County and City plans. 5. The private sector should be encouraged to provide' play areas in residential areas, and to give public easements for pathways and trails when land is to be developed. 6. Park development should continue to provide a balance of facilities among the population .age groups and be- tween active and passive recreation. 7. The protection and wise management of natural resources should be an integral and basic part of all park development plans. $. Plans for development of anv kind within the City should be compatible with the park plans, 9. Park shelters should maintain a consistent building design provided such design is compatible with the site and neighborhood. 10. Develop each neighborhood park so that basic recrea- tional needs of that neighborhood can be met, ~~~. Insure that development of Lang Lake Park is compatible with the needs and desires of New Brighton residents, protects the resource and provides ample opportunities for picnicking, trails use and other passive/individualized activities. 12. Insure that as parks are developed or refurbished, that needs of special populations are considered and met in so far as possible.
