cna~tr a Community Facilities x~o
The northwest corner of the City bounded by Stinson
Boulevard, County Road H, Silver Lake and Rice Creek
Roads, and divided b Rice Creek and railroad tracks, is'the
only remaining neighborhood not served by a park.. However,
there are two parks, Sunny Square and. Creekview that are
separated from the neighborhood by Silver Lake Road.
'There is no available park land in the nei~hborhaod. The
most obvious remedy is to provide either a cross walk at
Gregory and Silver Lake Raad or a s~ alined crossing at
County Road H and Silver Lake Road,
As the north Innsbruck area west of Silver Lake Road and
Falmer Drive continues to develop, the City should invest~'gate
the possibility of converting its "gravel pit" into a minimally
developed neighborhood park,
Facilities, in certain existing park areas, are only partially
developed and thus, servo only a particular age or recreational
interest group within the total population. Mast development
during the last four years has emphasized facilities far schoal-
age youth engaSe~-irrac~cil-e~rgsrtri~zed~parts-,as a result, these
needs are provided for whereas the remaining population.
groups are not totally served. As the population of the City
continues to age, the facilities at some parks will have to be
modified to reflect dernagraphic changes. Many of these.
changes are already in progress, examples are handicapped
accessible paved walkpaths, an a essive tree planting pro-
gram and ever expanding picnic facilities far small groupps.
Other use changes can be effected by changing the emphaais
of park maintenance and recreation programming activite$,
Many of our sites originally became available for. park use.
because they were unsuitable for development; today they
are to fulfill a dual purpose of providing recreation open space
while preserving or managing the use of certain natural
resources. These resources, such as lakes, ponds, streams and.
drainageways, wetlands, floadplains, erodible slopes, forests
and soils which have. severe limitation far development, need
protection and wise management to allow the natural ecological
systems (especially the hydrological cycle) to funcfian normally.
- The lakes, streams, ditches, Eloodplains and wetlands are
integral parts; the others are relating in that they are affected
by or affect the hydrological cycle. This natural function must
be considered as a basis on which development, landscaping
ar~d maintenance plans are made.
t~
