September 3, 1986 Park Board. Minutes <br />Carlson said this has been talked about many times but the <br />money has not been adequate. Do we have enough money to do <br />a quality job? <br />Anderson said he has talked with other communities and lighting <br />representatives and they feel it is enough. <br />Carlson said we have a tradition of doing quality work in <br />our parks. Will something have to be cut to do this? <br />Anderson said no, the five year plan helps to keep us in <br />decent shape by planning ahead for these things. Our mill <br />levy is comparable to other cities. <br />Johnson said we do have a "blip" in the budget with City Hall. <br />Anderson said we have not used liquor store revenue for about <br />3 years. Long Lake Park proceeds have been-used. <br />MOTION BY VAN HATTEN, SECONDED BY OLSON, TO STRESS THE NEED <br />FOR A LIGHTED FIELD AT FREEDOM PARK. <br />Johnson asked if the project should be done in phases. <br />Anderson said we are spreading the payment out over 5 years. <br />We are using an internal loan. If we took this project out, <br />the impact on the budget would be minimal. There are advantages <br />to do it all at once instead of in phases because bids would <br />have to go out twice and turf would be driven over. <br />Rose asked how many lights there-will be. <br />Anderson wasn't sure but he guessed about 5. <br />Van Hatten asked where the switch would be. <br />Anderson said the switch would be inside the shelter building. <br />We would have a shelter attendant on duty. <br />MOTION CARRIED. <br />B. Veterans Park Update <br />Anderson said there has been soil testing at Vets. They found <br />soil contamination. We are doing a second round of testing, <br />we have to comply with the PCA so we need to do it right. <br />Petroleum residue was-found in the borings. Zt appears that <br />it was soil that was brought in because it was granular and <br />not native soil. The contamination is 3 feet below the surface <br />and about 2 feet of contamination. <br />Van Hatten asked how this would be disposed. <br />Anderson said if it's not too-much, it can be burned. If it is <br />alot, it has to be hauled out to Illinois or some other site <br />for .contaminated soil. <br />
