April 2, 1986 Park Board Minutes
Page 3
Williams said a motion had been made at the Council meeting
regarding streets and he believes the motion included the
closing of 3rd Avenue.
In general the plans include:
Northern area is a water retention area,--.8 acres.
Accessibility to everyone including handicapped and seniors.
Plan #1
Contains the following elements:
~~ ~'° ~ -Reduced slope on west end, 12-1
-Water retention
-Gazebo
-Ballfield moved - backstop close to parking lot
-Tot lot - northeast part of park
-Passive and active areas kept separate
-3rd Ave. not closed in this plan
-Parking lot, is proposed plan
Van Hatten said in this plan the ball field cuts the plan in
half. It would cut St. John's use. Relocating the ball field
would be a waste of money. The existing location is fine.
Anderson stated that St. John's has indicated they would
like the ball field moved.
Van Hatten said it bothers him that they do not know what
will be to the north of the park.
Anderson said construction is planned for 1986. .The Park
Board can delay it until the downtown development is complete
but Anderson said we've waited for too many years and would
like to start the park construction.
Anderson said the people using the park will be St. John's
School, business employees of downtown area, including
City Hall employees, senior citizens. Most of the plans
shown do give us variety to serve these people. The plans
can be altered as other plans stabilize around it in the
downtown area.
Eichers agreed that it looks like the. plan could be changed
easily.
Midness said it would help to know about the storm sewers
on 5th Ave.
Anderson said that decision has been made - that area will
be a retention area.
