April 2, 1986 Park Board Minutes <br />Page 3 <br />Williams said a motion had been made at the Council meeting <br />regarding streets and he believes the motion included the <br />closing of 3rd Avenue. <br />In general the plans include: <br />Northern area is a water retention area,--.8 acres. <br />Accessibility to everyone including handicapped and seniors. <br />Plan #1 <br />Contains the following elements: <br />~~ ~'° ~ -Reduced slope on west end, 12-1 <br />-Water retention <br />-Gazebo <br />-Ballfield moved - backstop close to parking lot <br />-Tot lot - northeast part of park <br />-Passive and active areas kept separate <br />-3rd Ave. not closed in this plan <br />-Parking lot, is proposed plan <br />Van Hatten said in this plan the ball field cuts the plan in <br />half. It would cut St. John's use. Relocating the ball field <br />would be a waste of money. The existing location is fine. <br />Anderson stated that St. John's has indicated they would <br />like the ball field moved. <br />Van Hatten said it bothers him that they do not know what <br />will be to the north of the park. <br />Anderson said construction is planned for 1986. .The Park <br />Board can delay it until the downtown development is complete <br />but Anderson said we've waited for too many years and would <br />like to start the park construction. <br />Anderson said the people using the park will be St. John's <br />School, business employees of downtown area, including <br />City Hall employees, senior citizens. Most of the plans <br />shown do give us variety to serve these people. The plans <br />can be altered as other plans stabilize around it in the <br />downtown area. <br />Eichers agreed that it looks like the. plan could be changed <br />easily. <br />Midness said it would help to know about the storm sewers <br />on 5th Ave. <br />Anderson said that decision has been made - that area will <br />be a retention area. <br />
