Anders,~~'rector of Parks and Recreation <br />O <br />w <br />z Re: Park Curfew Hours <br />z <br />~ _ <br />z <br />~ The City Council has directed staff and Park'Board to examine <br /> curfew hours for the New Brighton Park system. There is <br />~? some feeling .that vandalism in the parks might. be reduced if <br />m parks were closed earlier. than the present 11:OOpm. <br />w <br /> I have surveyed approximately ten other communities and found <br />z closing times ranging from sunset to 12x00. Some communities <br />~ have different hours for specific parks. Most communities <br />p with early closing hours stated that their hours were in <br />~ response to alcohol abuse rather than a deterrent to vandalism. <br /> They also felt that their vandalism problems were not lessened <br /> by the earlier closing hours. The New Brighton Police. Chief <br />J has stated that in his opinion it is :the location of playground <br />'~ equipment in the parks that promotes vandalism and that. an <br /> earlier closing time would have little impact on the problem. <br /> <br />~ This issue was raised in response to vandalism on-Pike Lake <br />a~ School property .and the park use ordinance does not affect. <br /> school property. <br /> <br />z <br />~'~ The City of Hopkins has recently adopted a ban on glass con- <br />~ tainers in parks. I am not convinced that we need to change <br />a <br />a our closing times but I intend to watch this glass ban with <br /> interest because. broken glass is a major problem in our parks.. <br />
