HEAO'S APPRQNAL: N/A <br />MANAGER'S REVIEW/RECOMMENDATION: <br />No comments to supplement this report <br />Comments below/attached <br />EXPLANATI4NISUMMARY (attach supplemental sheets as necessary):. <br />The Park Board, staff and planning consultant have completed them <br />.work and have a recommended plan for council consideration (attached <br />L-6). This plan is the. result of meetings with residents, couneil'g <br />direction, input from St. John's and the best efforts of staff and <br />Damon Farber and Associates. We have attempted. to strike a balance <br />among various user groups and still provide a park that is aestheticly, <br />pleasing, functional and relatively easy to maintain. The park <br />planning has been complicated by-the 3rd Ave. debate, City Hall <br />parking considerations, uncertain plans for downtown development, <br />.conflicting signals from St. John's and from area residents. We <br />believe that the plan we are presenting strikes;a reasonable balance <br />among all competing interests. Given the restricted area we had to <br />work with, options were somewhat limited, however, the park is designed <br />to fulfill the functions of a neighborhood park and to relate to <br />potential downtown development. (Continued) <br />Recommendations <br />To vacate 3rd Ave. NW between 8th and 9th Streets. <br />To authorize staff to execute an agreement with Damon Farber and <br />Associates for additional park planning services in the amount. <br />of $6, 000. <br />To authorize a 1986 budget adjustment of $25,000 to accomplish <br />stormwater retention portion of the project. <br />To authorize staff preparation of plans and specifications for <br />Veterans Park in accordance with the approved concept plan. <br />To approve the concept plan, L6 (as presented) {with the following <br />modifications). <br />Maurice H.
