Page 3 — February 27, 2007 New Brighton Council Minutes <br />City Manager Dean Lotter reported that many neighboring communities are enacting <br />moratoriums, also stated was this would not result in a code change at this time, the <br />tent is to provide time for council to review current sign ordinances. <br />'ity Planner Janice Gundlach explained the proposed moratorium would apply to all <br />electronic signs. Ms. Gundlach reported there is concern related to the potential <br />traffic hazards. Also it was reported that the City's current sign ordinance was not <br />clear in its relation to digital and electronic signage; likely because the current sign <br />ordinance was enacted prior to the current technological advances. Any requests for <br />implementing an electronic sign would not be granted while the moratorium is in <br />effect. <br />There was lengthy discussion related to the potential moratorium, Councilmember <br />Doffing questioned weather the City's current Reader Board type signs have resulted <br />in any legal action. City Attorney LeFevere reported he knows of none. <br />Councilmember Bauman questioned who would be conducting the research <br />associated with the moratorium; Ms Gundlach reported that she herself would do the <br />research. Mr. LeFevere explained that the moratorium would help protect the City's <br />planning process, to protect something from occurring while it is still allowed. <br />Mr. LeFevere also painted out that digital signs could be aesthetically inappropriate in <br />certain areas of the City, and standards may want to be implemented in the <br />ordinance. <br />Mr. Lotter stated the moratorium provides an opportunity for staff to research the <br />ILOSS ues, and adjust the ordinance as needed. <br />mmunity Development Director, Grant Fernelius suggested the option of tabeling <br />item. <br />Motion by Council Member Burg, seconded by Council Member Bauman to table the <br />item until staff has an opportunity to review and return with more information on the <br />moratorium, along with the number of billboards in New Brighton. <br />4 Ayes - 0 Nays, Motion Carried <br />2. Consideration of acceptance of Feasibility Study and ordering City <br />Project 07 -03, Old Highway S NW Reconstruction. <br />Report No. 07 -042. <br />City Manager, Dean Lotter gave a brief history on the item, then introduced Grant <br />Fyffels, Director of Public Works. <br />r. Wyffels explained that the reconstruction of Old Highway 8 is a part of the overall <br />lan for the redevelopment of the Northwest Quadrant and also part of the <br />redevelopment agreement between the City and the Redevelopers. An overview of the <br />project was presented. A total estimated cost was reported as $4,087,330. <br />2.
