April 1, 1987 Park Board Minutes Page 2 <br />V. New Business <br />A. Community Involvement Policy <br />The Lions,Club donated $2,000 toward Bel Air play <br />equipment. The Lions insisted on a Joint Powers <br />Agreement with the School District to assure the <br />security of thier investment. The Community <br />Involvement Policy was initially intended <br />for use with-City-owned land, that's why JPA with the <br />School District is necessary. <br />MOTION BY VAN HATTEN, SECONDED BY SEWARD, TO ADOPT <br />THE COMMUNITY INVOLVEMENT POLICY STRIKING THE LAST <br />SENTENCE. MOTION CARRIED. <br />B. Harstad/St. Mary's Development <br />Anderson said that the City owns about 4 1/2 acres in <br />the area. A few years ago the. City received a petition <br />from the residents in the area to keep that as open <br />space. The Council did not want to commit to public <br />.park land at the time. The development will have R1 <br />and maybe some commercial. Want the Council to be aware <br />that the Park Board supports development of some type <br />of open space in the development. <br />MOTION BY VAN HATTEN, SECONDED BY SEWARD, TO. REAFFIRM <br />OUR DESIRE TO HAVE OPEN SPACE PLANNED INTO THE <br />HARSTAD DEVELOPMENT AT THE SILVER LAKE ROAD AND 694 <br />AREA. <br />Eichers asked if there was swamp on the property. <br />Anderson said no, it's probably all buildable. <br />Eichers asked if the developer was required to donate <br />a certain amount of the property to parks as some <br />other communities require.. <br />Anderson said no. <br />MOTION CARRIED. <br />
