Archer, City Planner..~~ <br />SUBJECT: Proposed Regional Trails- <br />'`r <br /> <br />The Planning Commission has not formally reviewed the proposed•as <br />presented by the Ramsey County staff. Therefore, no official <br />recommendation is available at this time. <br />Commissioner Baker was present at the Park Board's meeting May 16, <br />1979 to represent the Planning Commission. The options and public's <br />concerns will be discussed by the Board of Planning at its regular <br />meeting June 7, 1979. <br />However, at this time, there are a number of informal concerns of <br />the Planning Commission. The option that would make use of the <br />creek bed while being the most aesthetic alternative wil] be cause <br />for concern in regard to police protection. The most appropriate <br />use of the land adjacent to the creek would be to leave it in its <br />natural state. <br />The Planning Commission is concerned that the hiking and biking <br />trail could make use of existing routes, such as the Mississippi <br />Street alternative. However, this alternative might involve <br />questions of safety for the users and preclude the use of the <br />trai] by cross-country skiers and snow shoeing activities. <br />Another comment concerning the trail in general is that it affords <br />the community the opportunity to have access from the west. Care <br />should be taken in the design of the trail no matter what option <br />is taken to provide for aesthetic design, allow adequate policing, <br />be well maintained and provent personal property damage and <br />liability. <br />Since the Board of Planning has taken no official action, no <br />specific alternative is recommended by the Planning Commission. <br />mh <br />
