HEAD'S APPROVAL: N/A <br />MANAGER'S REVIEW/RECOMMENDATION: <br />Comments w/succh <br />No comments to supplement this report <br />EXPLANATION/SLfMMARY (attach supplemental sheets as necessary): <br />The City has an approximately 5 acre undeveloped pazcel of land located in the Innsbruck 2nd and 5th <br />additions. The City owned about 2.5 acres previously and the remainder of the land was acquired through <br />the City's pazk dedication ordinance. The configuration of the park was recommended by Harstad <br />Companies, the developer, and approved by the Pazk Board, Planning Commission and the City Council. <br />The configuration of the pazk with its linear nature brings many of the homes in the development into direct <br />contact with the pazk. This contact can be either a benefit or detriment depending on the perspective of <br />residents. However, each of the residents were aware of the pazk boundaries when they purchased their <br />properties. <br />The size, character and location of this park dictate its designation as a neighborhood park rather than a <br />community pazk like Hansen Park or asemi-natural azea such as Creekview Pazk. Neighborhood parks in <br />New Brighton typically range from 2.5 to 9 acres in size and contain an athletic azea, play equipment, trails, <br />a shelter or gazebo and a hazdcourt area for basketball and/or tennis. <br />Staff has had an extensive number of contacts over the past yeaz with area residents. In most cases, those <br />residents were concerned that development of the pazk would adversely effect the value and useability of <br />their property. The Park Board has had an opportunity to receive input from the Innsbruck neighborhood <br />residents, in September and October of 1993 and January, 1994 (see attached minutes). In general, residents <br />that border the pazk opposed development of pazk facilities near their property, but other residents felt very <br />strongly that there should be typical neighborhood pazk facilities and access from all sides of the pazk. The <br />attached plan has been approved by the Park Boazd and staff recommends approval. <br />Continued..... <br />Recommendation: <br />To approve the proposed plan for the park in the Innsbruck azea incorporating the motion approved by the <br />Park Board at it's January 5, 1994 meeting directing staff to continue to meet with area residents on <br />construction details. <br />~= %" <br />.~ <br />Maurice H.
