On a related matter, one point of major contention has pertained to the east-west trail extending <br />from Bent Tree Hills Drive to the pond area. Since the Park Board's meeting, I have had an <br />opportunity to consider this trail development further. There is no question that pazk users need to <br />be provided with the ability and legal right to move within the park in an east-west manner. The <br />proposed trail on the pazk master plan cleazly provides this ability. However, given the developing <br />nature of the subdivision azea, pedestrian- movement patterns have not been established and will not <br />be fully known for a couple more years. The residents in the. immediate azea have expressed a <br />concern over the construction of an asphalt trail. While I believe it will ultimately be in the <br />municipality's best interest to develop the asphalt trail, I do not believe there is a great urgency to <br />see it constructed until such time as the. neighborhood is further along in its development and the <br />demand for the asphalt trail is greater. I believe that by forestating the area, a corridor can be <br />created to be used by the public, but that ultimately an asphalt trail will be deemed necessary to help <br />define the public walkway azea. However, in view of the residents concerns, it might be <br />appropriate for the council to consider leaving the east-west trail identified on the park master plan <br />and indicating its intent to defer the actual construction of the trail until a later time (most likely in <br />the third year of the planned pazk development). If the council chooses this option, it is important <br />that everybody understand that this issue, and those critical of an asphalt installation, will reappear <br />at that time. <br />
