Others <br />could be the fact that there are more people present and as a result less mischiet`'takes <br />place. It was a great relief to see that the concerns of Vandalism, Theflt, ~espassing, <br />and Accidents didn't receive much mention. These seemed to be the issues that concern <br />residents the most. It is important to remember that all of these situations are not <br />equivalent. A few bottles or cans are not as serious a problem as the items mentioned <br />above would be. The problems mentioned may be more easily addressed <br />VIII <br />Conclusions and Recommendations <br />The results of the survey indicate that Prior Lake does not have to be afraid to proceed <br />with trail development. The <br />surprisingly strong positive impact is <br />only slightly offset by some negative <br />aspects. These must be seriously <br />considered; even though, they only <br />represent a small part of the overall <br />situation, a small negative impact can <br />offset a great amount of positive <br />impact. The mast negative impact is <br />depicted by the black edging on the <br />graph on the right. The other nine <br />categories make up the lower portion <br />of the graph. The graph is highly <br />skewed to the positive impact, but the <br />negatives must be considered. <br />The following recommendations should be considered before further development <br />proceeds in Prior Lake. Programs to encourage responsible management of pets is <br />absolutely necessary. Clear Lake Regional Park has an example of what could be done <br />in this regard. They have a special trail for walking pets and do not allow them into the <br />main park area. This at least recognizes that there will be pets azound and the problems <br />created can be concentrated in a small area. Any violations of this use should be met <br />11 <br />
