111
~~
~~~~I~
the city t/rat works for you
Re ort Number: -
A enda Section:
Re ort Date A ri14, 2007
Council Meetin Date A ri110, 2007
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: CONSIDERATION OF AMENDMENT NO. 1 FOR PROFESSIONAL
ENGINEERING SERVICES FOR CITY PROJECT 07-3, OLD HIGHWAY 8
RECONSTRUCTION.
DEPARTMENT HEAD'S APPROVAL: [~-~+~
CITY MANAGER'S APPROVAL:
No comments to supplement this report !~~ Comments attached
Recommendation: Accept Amendment Nur One in the amount of $97,000 and authorize staff to
enter into revised agreement with Kimley-Horn and Associates (KI-lA) for professional services for City
Project 07-03, Old Highway 8 Reconstruction.
Legislative History: On May 9, 2006, the City Council authorized staff to prepare and solicit a request
for proposal for preliminary design services for old highway 8. On August 22, 2006, the City Council
approved the Old Highway 8 Geometric Layout, authorized staff to prepare and solicit proposals for final
design professional services, and authorized staff to prepare a project feasibility study. On October 24,
2006 the City Council selected the consulting firm KHA for final design engineering services. The City
entered into an agreement with KHA on November 2, 2006 in an amount not to exceed $130,000.
Financial Impact: The new work tasks for additional final design and construction phase services are
estimated to cost $97,000. Amendment Number 1 increases the original not to exceed contract cost from
$130,000 to $227,000, reflecting these new work tasks.
Explanation: The final design for this project is nearly complete and the City will be bidding this project
in May and awarding a contract this June. This amendment reflects some additional tasks (i.e. property
acquisition exhibits and environmental coordination) that were not included in the original contract as
well as new tasks for the upcoming construction phase. KHA has reached their not to exceed limit and
has provided this amendment in order to keep advancing the project.
KHA's proposal of $97,000 to amend the original agreement to $227,000 for final design and
construction phase services is approximately 6 percent of the overall projected project cost. This is very
reasonable and much less than typical for similar services of other County State Aid Highway projects.
Costs and Funding: A break out of funding is provided in the feasibility study. The feasibility study
anticipated these costs and is included in the project budget. Overall, the project includes up to $300,000
for engineering related costs.
Grant M. yffels, P. .
Director of Public Wor s
Attachment ---Amendment Number One
