System. This M.S.A.S. system is made <br />up of streets that meet certain design and location criteria set forth by the Minnesota Department of <br />Transportation. Streets designated as municipal state aid streets are constructed and maintained with <br />appropriated funds from the Minnesota State gas tax. State gas tax funds are distributed to each <br />municipality based on population and total miles of streets designated M.S.A.S. The money received is <br />referred to as "needs", or the amount of money the City needs to reconstruct and maintain the street <br />system. Each municipality is allowed to designate up to 20 percent of their total street mileage for the <br />M.S.A.S. system. It is important to designate as many miles as available to the system as it increases the <br />annual "needs" allotment the city receives for street construction and maintenance. At this time the City <br />has 0.35 miles available to be designated as state aid streets. <br />Financial Impact: The City will see an increase in the annual maintenance and construction allotment. <br />Explanation: The purpose of this item is to obtain Council authorization to place 3rd Street SW from <br />Old Highway 8 SW to 9th Avenue SW, and 9th Avenue SW from 3rd Street SW to Old Highway 8 SW <br />at 1st Street SW, on the M.S.A.S. system. See the attached location map.
