That a waste energy plant is not included in the list <br />! of permitted uses in either commercial or industrial <br />I zoning districts. <br />! <br />,i 2. That the proposed waste energy'site is zoned 1-3. <br />H limited industrial and is located adjacent to Long Lake <br />i! and the Ramsey County Long lake Regional Park. <br /> <br />.1' 3. That the Comprehensive Plan states that limited indus- <br />trial districts shall not adversely affect adjacent <br />land uses because of noise, odor, smoke~ air or water <br />, ' <br />i; pollution, or heavy vehicular traffic. <br /> <br />I! 4. That the volume of heavy truck traffic required in the <br />" operations of the waste energy plant would be detri- <br />mental to the passive recreational activities of picnic- <br />ling, hiking, biking, etc. of the Ramsey County Long Lake <br />Ii Regional Park. <br /> <br />!I, 5.
