RESOLUTION GRANTING GORDON RENDERING COMPANY AN OFFENSIVE <br />d LICENSE AND AFFIXING CERTAIN CONDITIONS OF OPERATION <br />I.; <br />II <br />I; <br />i: <br /> <br />TRADES <br /> <br />WHEREAS, the City of New Brighton is responsible <br />general safety, health, welfare and well-being of its <br />I' and has established codes to aid in carrying out this <br />I responsibility; and <br />i <br />, <br />I <br />Ii <br />d <br />L <br />!1 <br />I <br />l <br />! <br /> <br />for the <br />residents <br /> <br />WHEREAS, City Code Chapter 24 entitled Sewer Department <br />Regulations and Chapter 15, Article VII, entitled Offensive, <br />Dangerous Trades, and Metropolitan Sewer Board Rules and <br />Regulations for the Metropolitan Disposal System and the <br />Minnesota Pollution Control Agency Regulations all apply to the <br />operation of Gordon Rendering Company as a rendering business; and <br /> <br />WHEREAS, the City is aware and has been informed that certai~ <br />deficiencies in the operation of Gordon Rendering Company's old <br />plant have occurred in the past with respect to these codes, <br />l; rules, regulations and standards and could occur with the new <br />plant; and <br /> <br />it <br />I' <br />:! WHEREAS, these deficiencies when they have occurred, have <br />i' affected the safety, health, welfare and well-being of the City's <br />P residents in that they have caused plugging of the sanitary sewer <br />:i and lift stations, interference with sanitary sewer service to <br />I' others, dumping of raw sewage on the open ground and/or often <br />I resulted in offensive odors in the neighborhood; and <br /> <br />! <br />, <br />I <br /> <br />WHEREAS, on April 27, 1983 a stack emission test, in <br />conformance with American Society for Testing Materials Method <br />(ASTM) 0-1397-57, was performed on the emission from the stack <br />! of the scrubber serving the Gordon Rendering Company plant <br />'! facilities at 19-14th Street NE and such test indicated an average <br />I, odor level of 14.0 odor units per cubic foot and a total emission <br />Ii rate of 530,900 odor units per minute. These figures are less I <br />\; than the limit of 150 odor units allowed and less than one million, <br />\1 odor units per minute allowed by APC-9; and <br />II <br />ii <br />( ~ <br /> <br />WHEREAS, a second emission test was performed on October 26, <br />1 1983, which indicated an average odor level of 28.0 odor units <br />I: per cubic foot and a total emission rate of 970,000 odor units <br />II! per minute. These figures are 1 ess than the 1 imit of 150 odor <br />units per minute allowed and less than one million odor units <br />, per minute allowed by APC-9; and <br />\I <br /> <br />'. <br />ii NOW THEREFORE BE IT RESOLVED, that the Offensive Trades <br />License of Gordon Rendering Company be granted under the <br />following conditions: <br /> <br />All doors and windows shall be kept closed during <br />periods of operation so that all rendering plant <br />air will be processed through a scrubber, except <br />during periods of loading and unloading when loading <br />doors may be open but these periods shall be kept <br />to a minimum. <br />Gordon Rendering Company shall continue to perform <br />all obligations required of it by its agreement <br />with the City of New Brighton dated January 25, 1977 <br />and as amended by an agreement dated December 12, 1978. <br /> <br /> 1 . <br />I <br />I; <br />l <br />I, <br />~ i <br />11 <br />II <br />I' 2 <br />I' . <br />il <br />I <br />11 <br />11 <br />Il <br />I' <br />i, <br /> <br />:1 <br />: I <br />I <br />i <br />; <br /> <br />. . <br />J' <br />
