<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 11, 1986 <br /> <br />Motion by Benke, seconded by Williams, to APPOINT PAUL <br />FOURNIER TO THE FINANCIAL POLICY ADVISORY BOARD TO FILL A <br />VACANCY WITH A TERM EXPIRING DECEMBER 31, 1986. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />As there were no applicants for the two vacancies on the Envi- <br />ronmental Quality Commissions Mayor Benke suggested recruiting. <br /> <br />As the New Brighton City Code states the Human Rights Commission <br />must have nine members, and as there are three vacancies on the <br />Commissions and because the Commission feels it can work with <br />seven members, Williams moved, seconded by Gundermans to DIRECT <br />STAFF TO PROPOSE AN ORDINANCE AMENDMENT CHANGING THE COMPOSITION <br />OF THE HUMAN RIGHTS COMMISSION FROM NINE TO SEVEN MEMBERS. <br /> <br />5 Ayes - 0 Nayess Motion Carried <br /> <br />As the only applicant (Mark Haidet) for the Park Board vacancy <br />lives within a block of another Park Board members the precedent <br />of having each member live in the vicinity of a different city <br />park was discussed. <br /> <br />Gunderman stated that, although it is not a written policys he <br />would like to see the geographical and age difference <br />maintained. <br /> <br />Schmidt felt the practice was a good ones but wondered whether <br />the practice is still valid because the development of parks is <br />near completion. <br /> <br />Brandt mentioned that Silver Oak Park is not yet developed and <br />would like to see the poliCY continued. <br /> <br />Benke suggested action be deferred on the appointment until <br />further solicitation for members can be accomplished. <br /> <br />Gunderman stated he would have no objection to having two members <br />living in the same neighborhood. <br /> <br />Schmidt would like to have Benke appoint Mark Haidet if no new <br />applicants step forward. <br /> <br />Gunderman stated he would like a reading of which parks are <br />represented. <br /> <br />Motion by Benke, seconded by Williams, to DEFER ACTION ON THE <br />PARK BOARD APPOINTMENT UNTIL THE NEXT COUNCIL MEETING ON MARCH <br />25, 1986. <br /> <br />5 Ayes - 0 Nayess Motion Carried <br /> <br />Page Two <br /> <br />Financial Policy <br />Advisory Board <br /> <br />Environmental Qual- <br />ity Commission <br /> <br />Human Rights Com- <br />mission - Request <br />to Amend Composi- <br />tion <br /> <br />Park Board <br />
