<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 11, 1986 <br /> <br />Public Hearing, Continued <br /> <br />Egan had nothing to add to the staff report concerning the certi- <br />fication of unpaid tree and weed removal charges. <br /> <br />As there were no comments or questions from either the audience <br />or councilmembers, motion by Schmidt, seconded by Williams, to <br />CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Schmidt, seconded by Williams, to WAIVE THE READING AND <br />ADOPT A RESOLUTION CERTIFYING UNPAID TREE AND WEED REMOVAL CHARGES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Egan stated that Ms. Pat Synan, election coordinator, was present <br />to answer any questions. <br /> <br />In response to questions from councilmembers, Synan stated the <br />proposed boundaries were established as a result of reviewing the <br />number of registered voters and their location, physical bounda- <br />ries, and the location of adequate polling places which took into <br />consideration the accessability for the handicapped. Synan also <br />stated that it was not feasible to do a major change at this <br />time due to the lack of development in Precinct Four. <br /> <br />In response to Benke's question, Synan stated the City had <br />received a letter from the State of Minnesota asking the City to <br />redefine its boundaries to coincide with physical boundaries and <br />that the letter indicated if the City did not redefine its <br />boundaries the State would do it for us. <br /> <br />Synan stated, in response to Benke's question, that the bounda- <br />ries would remain the same for the caucuses being held next week, <br />on March 18th. <br /> <br />Brandt indicated that someone should send letters to the groups <br />that will be caucusing; Benke noted the staff report states a <br />letter will be mailed to those affected by the change. <br /> <br />Synan stated that council must take action ninety days prior to <br />an election; maps need to be posted in City Hall, banks, etc. <br />sixty days prior to an election; and every citizen must be noti- <br />fied thirty days prior to an election. <br /> <br />Brandt felt that organizations and political parties should also <br />be notified that the change is pending. <br /> <br />Benke felt it would be to the City's advantage to publish a map <br />before the council takes final action so that the public has an <br />opportunity to review it before the resolution is adopted. <br /> <br />Page Four <br /> <br />Certification of <br />Unpaid Tree and <br />Weed Removal <br />Charges <br />Report 86-56 <br />Resolution 86-18 <br /> <br />Council Business <br /> <br />Precinct Changes <br />Report 86-57 <br />Resolution 86-18A <br />
