<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 11, 1986 <br /> <br />Announcements and Updates <br /> <br />Benke noted the remaining vacancies on boards and commissions; <br />asked staff to advertise; would like to make appointments at the <br />March II, 1986, council meeting. Williams stressed that the <br />Human Rights Commission is down four members and, to be effect- <br />ive, needs more members present. <br /> <br />With regard to the League of Cities and the AMM policy on local <br />government aids and, in effect, our response to the Governor's <br />proposed cutbacks and the cutback evaluation estimate (our <br />projected cutback is $106,220), Benke recommended that council <br />direct staff to review the budget for purposes of identifying <br />areas where adjustments can and should be made early in this year <br />so that the cut, if it comes about, does not present management <br />problems. Would like a preliminary report at the next council <br />meeting and to schedule action at a March meeting. <br /> <br />Sinda stated that, on March 1, 1986, staff will know the approxi- <br />mate 1985 carryover; looks as though our insurance will come in <br />under budget substantially; department heads are searching their <br />respective budgets to determine if projects fit with the current <br />needs or not; and stated that Speaker of the House Jennings <br />stated he is recommending there be no cuts to local units of <br />government. <br /> <br />Sinda stated he met briefly with Representative Bennett, who did <br />not think the House would go along with the recommendations of <br />the Governor and, basically, guaranteed that that would not come <br />through and that the cities will not be cut in the House. <br /> <br />Sinda further stated that although the proposed cuts this year <br />are substantial, next year Revenue Sharing may be cut at the <br />national level; it's time the cities let state and federal <br />government know that the kinds of services we provide are very <br />important services and that those cuts should be taken very <br />seriously and, if fact, they should perhaps look somewhere else. <br />Other cities are doing the same things and the LMC and the AMM <br />are starting to organize to let the federal and state know that <br />the dollars are important to us. <br /> <br />Benke stated that, although a lot of lobbying is going on by the <br />AMM and the LMC staff and there is a hearing Friday morning and <br />the cities perspectives will be presented to the Tax Committee, <br />he is hearing from others that education is very sacred and what <br />the Governor is proposing may only be the starting point for <br />cities. <br /> <br />Page Eighteen <br /> <br />Announcements <br /> <br />Board/Commission <br />Vacancies <br /> <br />State Cutbacks <br />
