<br /> Council Meeting Minutes <br /> January 28, 1986 <br />I Council Business <br /> <br />I <br /> <br />I <br /> <br />Winkels reviewed staff report concerning the request for a varl- <br />ance and site plan approval for a tnree-story office building <br />south of Rice Creek Road and west of Silver lake Road. <br /> <br />Kenneth Briggs, representing ,1r. Harstad, stated he had met with <br />resident, Brad Martinson, and it had been suggested that he, <br />Briggs, meet with the landowners in the area. Briggs asked for <br />a continuance of the issue for two weeks. <br /> <br />Benke stated that before taking any action to continue the issue, <br />it would be appropriate for councilmembers to ask questions and <br />make comments prior to the neighborhood meeting. <br /> <br />Mr. Martinson felt this was an emotional issue and asked that <br />any discussion be delayed for two weeks. <br /> <br />Benke felt that it would be to all parties' advantage to have the <br />discussion limited to questions and comments from councilmembers. <br /> <br />Benke noted the Planning Commission had questioned the defini- <br />tion of "hardship;" asked for some information as to the <br />accuracy of the code interpretation regarding the square footage <br />calculations. <br /> <br />Williams had a few questions about the location of the building <br />on the site as it appears to be a close proximity to the pond; <br />should be clarified with the Rice Creek Watershed District <br />and/or the Department of Natural Resources to see if there are <br />any prohibitions. Williams also questioned the height of the <br />building and elevations in relationship to the existing <br />topography; also feels questions of hardship must be clarified, <br />as some feel the pond is an amenity rather than a hardship. <br /> <br />Brandt would like an overview of how much of the land surface is <br />that ',vi 11 be made impervious to ra i nfa 11; how wi 11 it affect the <br />level of the pond; regarding the calculation of square footage, <br />would like to see an interpretation and know what the required <br />number of parking spaces would be for this type of building. <br /> <br />Williams asked if the square footage of basements, or below <br />first floor, and atriums need to be calculated as part of the <br />overall size of the building in determining the overall parking. <br /> <br />Gunderman asked for more information on the level of the lowest <br />floor in comparison to the level of the fJond, and nOvl it relates <br />to the appropriate flood lines. <br /> <br />Benke recalled the need for a membrane in the lower levels~ <br /> <br />Page Three <br /> <br />Council Business <br /> <br />VN-244, LP-192 <br />Harstad Companies <br />Report 86-20 <br />
