I

I

I

Council Meeting Minutes
January 28, 1986

Williams reported on the Ramsey County League of Local Govern-
ments' meeting during which Sinda presented New Brighton's and
other suburbs' case for permitting the court system to remain as
it currently exists; Williams felt unless there was a unified
opinion going into the legislature, the consolidation would be
unsuccessful. Williams stated the court presented some
interesting cost information, and felt there should be some
middle ground.

Schmidt felt the City should follow the issue carefully.

Benke felt we should perhaps talk with Mr. McCarty, also.

Williams further stated that Ramsey County is thinking about a
service center where the County would offer all kinds of
services, and Roseville has offered the site for such a center.

Schmidt updated council regarding the sale of Group W Cable
Television; stated it appears that the Daniels Cablevision
(Denver) will be the company to own and operate the system in the
north suburbs, subject to the cities approving the sale and
having the right to entertain municipal ownership. Schmidt noted
that the Commission is going through an inquiry on Daniels and
will provide a recommendation.

Benke provided councilmembers with copies of two reports prepared
by task forces for School District #621; one a Financial Report
Task ~orce, the other a Long Range Facilities Task Force. If
council desired to react or comment, that could be considered at
a future date.

Sinda reported that the County Board has agreed to let the City
use the park fees in Long Lake Regional Park.

Sinda anno~nced that Ramsey County has been designated an
entitlement jurisdiction for HUD funds; it is anticipated that
approximately $911,000 will be available each year; Sinda is one
of seven (two elected officials, four administrators, and Judy
'Caron from Ramsey County) appointed to a committee to develop
criteria for the distribution of the funds. Sinda advised it
would be worthwhile for staff and council to consider what types
of projects can be used; the funds must provide for low- to
moderate-income people for which a definition has not yet been
established.

Benke noted that New 8righton would be competing with other
Ramsey County suburbs for the funds; Sinda confirmed that state-
ment.

Page Nine

RCLLG Meeting -
Court Consolida-
tion

Cable Television

#621 Task Force
Reports

LLRP - Fees

CDBG Funds
