TO CONSIDER A REQUEST FOR APPLICATION OF A PRELIMINARY <br />PLAT APPROVAL (PL-143) FOR BEL-AIR PARK NO. 9 AND TO SET A PUBLIC <br />HEARING FOR DECEMBER 10, 1985, AT 7:30 P.M. TO CONSIDER VACATION OF <br />A PORTION OF FIRST STREET N.W. (BELAIR BUILDERS). <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearings <br /> <br />Sinda had nothing further to add to the staff report concerning the On- <br />Sale Intoxicating Liquor Club license application of the New Brighton <br />Eagles Club. <br /> <br />Larry Karlen, 173 Windsor Court, Chairman of the Trustees for the New <br />Brighton Eagles, was present to answer any questions of council. <br /> <br />As there were no questions or comments from councilmembers or from the <br />audience, Blomquist moved, seconded by Benke, to CLOSE THE PUBLIC HEARING. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />I Motion by Janecek, seconded by Benke, to APPROVE THE ISSUANCE OF AN ON- <br />SALE INTOXICATING LIQUOR CLUB LICENSE TO THE NEW BRIGHTON EAGLES CLUB PEND- <br />ING RECEIPT OF THE PROPER LIABILITY INSURANCE POLICY COVERAGE. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Winkels reviewed the staff report concerning an application for $4,500,000 <br />in Housing Revenue Bonds to finance construction of proposed Park Place, <br />a senior housing project, and suggested continuing the public hearing <br />until council received and discussed the plans and took action. <br /> <br />Rosemary Dineen and Larry Smith of Housing Alliance and Marv Anderson, <br />the project architect, were present and reviewed Housing Alliance's <br />housing projects along with the proposed senior housing project in New <br />Brighton on Rice Creek Road, west of Silver Lake Road. <br /> <br />Jane Benson, 2061 - 26th Street N.W., stated the neighbors feel very <br />comfortable with the project and felt the neighbor's concerns had been <br />adequately addressed and resolved. <br /> <br />Gordy Swenson, 2059 - 28th Avenue N.W., concurred with Mrs. Benson's <br />I positive feelings about the project but expressed concern that the project <br />always be for seniors and not be converted to condominiums in ten years. <br /> <br />Benke asked if staff could outline insurances that this would not be a <br />condominium in the future. <br /> <br />Winkels responded the developers are seeking Housing Revenue Bonds which <br />will lock them into this type of project for several years; the city's <br />approval would be based on the fact that it be retained as a building for <br />the elderly, and if that were to change the developer would have to come <br />back to the council for approval. <br /> <br />Page Two <br /> <br />Public Hearings - <br />PL-143, Vacation <br />of a portion of <br />First St. N.W. <br />Report 85-330 <br /> <br />Public Hearings <br /> <br />On-Sale Intoxicatin <br />Liquor Club Licens <br />New Brighton Eagle <br />Club <br />Report 85-332 <br />7:35-7:37pm <br /> <br />Housing Revenue Bon <br />- Park Place <br />Report 85-333 <br />Resolution 85-131-A <br />Resolution 85-132 <br />7:37-8:15pm <br /> <br />Preliminary PRD-44 <br />Park Place <br />Report 85-334 <br />
