<br />I <br /> <br />Council Meeting Minutes <br />November 26, 1985 <br /> <br />Benke asked if the advisory group would be involved before or after <br />approval of the PRO; Smith stated Housing Alliance does not see any <br />changes to the drawings until after PRO approval, at which time input <br />would be requested for the service package and design on individual <br />units, and the neighborhood would be involved in the landscaping process <br />which would proceed after approvals. <br /> <br />Benke asked staff if an association might be a condition of a PRO; <br />Winkels responded it could be added as a condition, but they are <br />required in the final PRO requirements. <br /> <br />Motion by Benke, seconded by Janecek, to waive the reading and adopt a <br />RESOLUTION MAKING FINDINGS OF FACT AND APPROVING PRELIMINARY PRD-44. <br /> <br />I <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />In response to Benke's request, Mark Haggerty advised the audience that <br />no credit from the City of New Brighton is being pledged for this <br />project, 20% of the residents of the complex must be below 80% of the <br />median income for this area, the complex must remain a rental piece of <br />property and not converted to condominiums, and the program has been <br />submitted to the Metropolitan Council for comments and has been submit- <br />ted to the Minesota Housing Finance Agency for its comments. <br /> <br />As there were no further comments or questions, Blomquist moved, <br />seconded by Benke, to CLOSE THE PUBLIC HEARING. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Janecek, seconded by Blomquist, to WAIVE THE READING AND ADOPT <br />A RESOLUTION ADOPTING A PROGRAM AND GIVING PRELIMINARY APPROVAL TO A <br />PROJECT AND ITS FINANCING, UNDER MINNESOTA STATUTES, CHAPTER 462C, AND <br />AUTHORIZING SUBMISSION OF THE PROGRAM TO THE MINNESOTA HOUSING FINANCE <br />AGENCY FOR REVIEW (Park Place). <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Bob Pierce, Lindberg Pierce, Inc., architects, reviewed changes to the <br />city hall remodeling/addition project seeking consensus of the council <br />of the plans and exterior. <br /> <br />Dick Gilyard, Lindberg Pierce, Inc., reviewed model with options for <br />east and west entrances. <br /> <br />I <br /> <br />In response to questions from councilmembers and staff, Gilyard and/or <br />Lindberg explained only the east entrance would be covered because that <br />entrance receives the most traffic, stone would be preferred for the <br />entrances but they are considering brick, stucco, and wood, and that it <br />would be difficult to extend the vault over the west entrance because of <br />the inside-to-outside condition. <br /> <br />Page Four <br /> <br />City Ha 11 <br />Renovation/ <br />Addition <br />
