<br />Council Meeting Minutes <br />October 8, 1985 <br /> <br />15. <br /> <br />CONSIDERATION OF SPECIFICATIONS FOR CAB AND CHASSIS FOR NEW CITY <br />SNOWPLOW. <br /> <br />6. <br /> <br />CONSIDERATION OF CERTIFYING DELINQUENT UTILITY BILLS. <br /> <br />7. <br /> <br />CONSIDERATION OF FINAL PAYMENT ON CONTRACT FOR LIFT STATION #7 <br /> <br />8. <br /> <br />CONSIDERATION OF RESOLUTION CANCELLING THE DEFERMENT FOR THE ST. <br />MARY'S PROPERTY. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />I <br /> <br />Council Business <br /> <br />Motion by Harcus, seconded by Janecek, to AUTHORIZE THE MAYOR AND THE <br />CITY MANAGER TO EXECUTE A CONTRACT FOR PRIVATE DEVELOPMENT BY AND <br />BETWEEN THE CITY OF NEW BRIGHTON AND WELSH COMPANIES, INC. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Sinda introduced Rick Poston, Chairman of the Financial Policy Advisory <br />Board, who updated council generally on the proposed resolution. <br /> <br />I <br /> <br />Harcus expressed concern with the level of assistance with relationship <br />to the project. Poston feels level of assistance is more applicable to <br />Tax Increment Financing; with respect to how an application is to be pre- <br />sented does not specifically address the level of assistance from the <br />city. <br /> <br />Harcus mentioned that the city looks closely at TIF because it comes from <br />. the city's funds. Poston responded that the general philosophy was <br />that the city should evaluate each project on its merits and accept or <br />reject on the basis of whether or not it was submitted appropriately <br />with all the supporting documentation and on the quality of the project. <br /> <br />Schmidt stated the proposed resolution meets the first level of inquiry for <br />the purpose of qualifying an applicant for Industrial Revenue Bonds; the <br />second level would be the caps on IRS's and the establishment of the <br />City's criteria for competition; the third level would be pUblic <br />participation in the project through the combination of Industrial Revenue <br />Bonds and Tax Increment Financing.
