<br />I <br /> <br />I <br /> <br />I <br /> <br />') <br />.' <br /> <br />Council Meeting Minutes <br />September 10, 1985 <br /> <br />Public Hearings <br /> <br />Proper described the project and stated that most of the $1.5+ <br />million would be federally funded. The remainder is being funded <br />by the state and the county and some of the cost has been passed <br />back to the City of New Brighton. In accordance with the City's <br />policies and procedures. the amount to be assessed is $7,864.64, <br />or $5.64 per front foot (the original estimate was $6.45). Proper <br />stated there would be a ten percent interest rate spread over a <br />nine-year period. <br /> <br />Bernard Skrebes, 554 - 23rd Avenue NW, asked if the widening of <br />Highway 694 had been taken into consideration when the bridge was <br />widened; Proper responded that it had and that the work on 694 <br />would not affect the Silver Lake Road Bridge. <br /> <br />Skrebes inquired about the rezoning; Harcus stated it would only <br />affect two lots ar.d that the hearings had not yet been held. <br /> <br />Benke asked if the cost of the grading and curb construction was <br />factored out with the cost of the median curbing in the area; <br />Proper responded that the amount to be assessed included only <br />the curbing fronting the concerned properties. <br /> <br />Janecek asked if the cost included grading, also; Proper respond- <br />ed that the cost was for curbing. some grading, and some surfacing, <br />but that a formula had been used so that the assessment includes <br />only a portion of the total costs (Proper noted that curbing costs <br />are usually approximately $6.00 per lineal foot). <br /> <br />Benke then asked if the cost included a share of the bridge widen- <br />ing project; Proper responded the bridge costs were not included in <br />the assessment. <br /> <br />Bob Remington, 741 Silver Lake Road. asked about access to his <br />property from the north,as no "U Turns" would be permitted on Silver <br />Lake Road,and how his property's value would be affected, asking <br />that a reassessment of his property be made. <br /> <br />Benke believes there must be access from a street, stating the con- <br />venience of the access is another matter; and that a request for <br />reassessment would have to go through the County, which could be <br />appealed at the time of 1986 taxes. <br /> <br />City Attorney advised that a special assessment can only be levied <br />to the enhancement of the fair market value. <br /> <br />Proper stated that the City does hire a property appraiser to look <br />at the property; has a statement that the assessments are sustained. <br /> <br />Larry Wilke, 784 Silver Lake Road, objected to the curb assessments <br />because the purpose of the curb and the road is to provide access to <br />the freeway, and is not a routine street maintenance project; feels <br />the property is reduced in value based on losing the boulevard and <br />left-turn access. <br /> <br />Page Two <br /> <br />Assessment <br />Public Hearings <br /> <br />Sil ver Lake Road <br />Bridge Widen- <br />i ng Project - <br />Project 85-4 <br />Report 85-266 <br />7: 37 -8: 1 Opm <br />
