I

I

I

Council Meeting Minutes
September 10, 1985

Doyle stated that taxes on the land fully assessed is approxi-
mately $80-$100,000 a year.

Benke agrees with Mr. Fuhr with respect to how the Council
handles this process will be looked at in many ways and agrees
with Janecek that the offer from the floor is offset by the
dollars in the earlier agreement.

4 Ayes - 0 Nayes, Motion Carried

Benke stated this two-week period before the next Council meet-
ing gives the staff time to negotiate the agreement and that
Mr. Winkels and our attorneys are very adept at that and feels
there will be an excellent proposal for the City.

Harcus advised JLN that New Brighton does have other properties
in town that could be considered for their project.

Krueger reviewed staff report concerning an amendment to the New
Brighton Sign Ordinance.

Harcus reviewed the reasons for the publication in the paper.

Motion by Harcus, seconded by Blomquist, to WAIVE THE READING AND
HOLD THE FIRST READING OF AN ORDINANCE AMENDING CHAPTER IX OF THE
NEW BRIGHTON ZONING CODE PERTAINING TO SIGNS, INCLUDING CHANGES
TO SECTION 9-110 bAND c (PERTAINING THE THE USE OF ELECTRONIC
READERBOARD SIGNS FOR MULTIPLE OCCUPANCY BUILDINGS) AND SECTION
9-140 (d) (PERTAINING TO THE USE OF TEMPORARY SIGNING FOR
BUSINESSES WITH ESTABLISHED READERBOARD SIGNS).

4 Ayes - 0 Nayes, Motion Carried

Harcus reviewed the history of the North Suburban Organization
made up of mayors. called by the Mayor of Brooklyn Park in part
because of the proposed mega-mall. At the last meeting, there
was a resolution which sought all mayor's signatures; Harcus
did not sign, feeling it was premature as all of the facts are
not yet out. They have proposed to form a group which the Mayor
suggests he not join unless it relates to Economic Development;
Council concurred.

Benke advised that the Association of Metropolitan Municipalities
(AMM) also discussed the mega-mall project; they have established
a Task Force to keep an eye on what is happening. The AMM is
concerned that the legislature may be acting prematurely and feels
Metropol itan Council shoul d be 9iven an opportunity to revi eH fai rly
the mall proposals so the AMM would know at what it is looking.

Benke stated he is on the AMM's Task Force.

Page Ni ne

Sign Ordinance
Amendment (first
reading)
Report 85-267

North Suburban
Organization
(mayors' group)
