<br />1 <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 12, 1986 <br /> <br />Council Business, continued <br /> <br />Benke announced and summarized the both he and Sinda met with <br />St. Anthony officials and are continuing to strategize our re- <br />sponse; in essence the MPCA Board failed to approve staff <br />recommendation, with our consultants and experts and staff <br />support; in terms of modifying the details of the testing that <br />is being conducted by Honeywell. Benke noted that, essentially, <br />our concern is that the testing does not totally meet the stand- <br />ards and requirements that we will need in the ultimate resolu- <br />tion of responsibilities in terms of sources, etc.; and are <br />asking and encouraging the MPCA Board to approve those modifica- <br />tion so that the data selected meets the standards that we need. <br />Benke noted there is some reluctance on the part of Honeywell to <br />do that. <br /> <br />Sinda stated that, as a result of today's meeting, we feel we <br />are on course. <br /> <br />Benke advised councilmembers that the Army is hosting a tour of <br />the arsenal on August 21, 1986, and we are working with the <br />appropriate individuals to invite them to tour New Brighton and <br />St. Anthony and to receive a briefing on-site prior to going to <br />the Army tour of the Arsenal; encouraged councilmembers to attend <br />if they are available. <br /> <br />Sinda announced the MPCA Board hearing will meet on August 26th. <br /> <br />Schmidt stated staff was surprised the MPCA Board did not adopt <br />the amendment, as was Honeywell and the other defendents named <br />in our lawsuit; and noted Attorney General Humphrey had received <br />a response from the Army which, basically, stated they are doing <br />everything they can (stonewalling). <br /> <br />Benke asked councilmembers to coordinate with him any contacts <br />they may have with MPCA Board members. <br /> <br />Williams asked if we knew the reason for the MPCA Board's 4-4 <br />vote; Sinda indicated Honeywell has been lobbying very heavily <br />with the Board emphasizing that the other companies have not been <br />named, and we want to get back on track. <br /> <br />Williams asked if our state senators and representatives are <br />aware of the vote; Sinda responded they were; Benke stated we <br />are using all those we can identify to talk to the Board. <br /> <br />Benke stated, assuming it is adopted, we will use the resolution <br />for our comments directly to the MPCA Board's hearing on the <br />26th. <br /> <br />Page Fifteen <br /> <br />MPCA: Fourth <br />Amended RFRA <br />Report 86-185 <br />Resolution 86-80 <br />
