<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 10, 1986 <br /> <br />Public Hearings, continued <br /> <br />Al Lee, 2151 Long Lake Road, felt that anything that could be <br />done to slow down traffic around the curve on Mississippi would <br />be good for the community as there are many teenagers driving in <br />that area which is so close to the high school; and believes <br />curbs and gutters will alleviate any drainage problem in the area <br />without the price of storm sewers and didn't feel there was a <br />drainage problem. <br /> <br />Proper indicated the City normally looks at a section of road <br />and, because a gutter can handle only a certain amount of water, <br />the excess water needs to be picked up by a storm sewer system. <br />Benke advised that any portion of property that does not drain <br />into the proposed system will not be included within the assess- <br />ment area. <br /> <br />Kenneth LaPorte, 2080 Long Lake Road, near the bridge over Rice <br />Creek, stated he did not look forward to the construction; has no <br />drainage problem; stated that the County pays most of the costs, <br />the Long Lake homeowners would pay the second most, and the City <br />pays the least and did not believe, therefore, that other resi- <br />dents of the City would be paying much of the assessments. <br /> <br />Benke stated the City is paying a portion but using State Aid gas <br />monies for the general city costs as opposed to taking it out of <br />general property taxes. <br /> <br />LaPorte asked where the water would be drained; Proper indicated <br />it would be drained into Rice Creek where it is currently drain- <br />ing. LaPorte stated that would flood the creek faster; Proper <br />stated it would be the same amount, but that it would be arriving <br />there in a more efficient manner. <br /> <br />With regard to LaPorte's question of overnight parking, Benke ex- <br />plained the bike lane would preclude night time parking, noting <br />that night time parking would be extremely hazardous to nighttime <br />bikers. <br /> <br />LaPorte then asked, with regard to the northern portion of the <br />project, if it would happen no matter what the residents felt <br />and if they were all at the council meeting for nothing; Benke <br />reiterated that the pavement needs repair and there has been a <br />long history of concern about the need for sidewalks, safety, <br />etc. Benke further stated that the council and the staff, having <br />heard the input and concerns of the residents, are of the opinion <br />that now is the time to address those issues and to consolidate <br />those factors into one project. <br /> <br />Page Five <br />
