<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 10, 1986 <br /> <br />Public Hearings, continued <br /> <br />Bob Norell, 1842 Long Lake Road, feels the plans for the north <br />section have reasonably considered the concerns of the residents <br />and, with regard to a sidewalk, agree a sidewalk on the northern <br />section is justified but not south of 19A Terrace, stating it is <br />better to have walkers on side street, as Long Lake Road is a <br />heavily travelled by vehicles. Once the road is upgraded, there <br />will be safe areas on it to walk on the grass before moving to <br />safer areas, discussed the idea with residents south of 18th, <br />they would rather have their children 15 - 20 feet off the road, <br />on neighbors lawn, if necessary; as the beach has moved, doubts <br />children will ride to the new beach site; some residents would <br />like bike lanes to 694, but would like to have some casual <br />parking when bikers are not on the lane. <br /> <br />Lucy Levitan, 2051 Long Lake Road, indicated she liked the con- <br />cept of a boulevard between the bike lane and the road, and <br />inquired about what would happen with tree overhang; Proper <br />indicated the City would trim any branches that would obstruct <br />traffic, and that no trees would need to be removed for a de- <br />tached bike path. <br /> <br />Levitan asked if there would designated times, with regard to <br />local traffic; Leonard state specific times could be stated in <br />the contract, with provisions for school busses and traffic. <br /> <br />Jim Buchmann, 1568 Long Lake Road, asked if there is increased <br />liability to a property owner who has a sidewalk on his property <br />(ie. snow removal); Benke stated the sidewalk would be a part of <br />the city's skeletal system which would be plowed and maintained <br />by city crews and the city would be liable. <br /> <br />LeFevere stated if a homeowner is negligent in the maintenance <br />of a sidewalk, the general standard is that you have to use <br />prudence and caution in the maintenance of the sidewalk (ie. snow <br />blowing driveway after city has cleared the sidewalk). <br /> <br />Scott Budzynski, 1699 Daisy Court, stated 16 children under the <br />age of five live on his street and is concerned with school bus <br />traffic and the children having to cross Long Lake Road, and the <br />traffic speed in that area, especially before and after school <br />hours with approximately 400 children walking along Long Lake <br />Road; Benke stated road will be designed to minimize the speed- <br />ing problem and, according to staff and Ramsey County, the pro- <br />posal will be safe and operational. <br /> <br />Buchmann asked if there was a possibility of a 25 mph speed limit <br />during school hours; Benke recalled the law is that it would not <br />be a possibility, stating the option would be to ask for a speed <br />zone study and, for the most part, reduction of speed limits <br />below 30 mph generally is not done, and has been found to be <br />ineffective when it has been done. <br /> <br />Page Seven <br />
