<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 13, 1986 <br /> <br />street were closed it would make the park a little larger, might <br />cut down on traffic that St. John's is concerned about, and did <br />not understand the concern about fire when most of the village is <br />a long, long way from the fire station and most of the residents <br />present live within a few blocks of the fire station. Williams <br />further stated that if a hotel and a senior housing project do go <br />in, they would bring unwanted traffic through the residential <br />area. <br /> <br />Resident stated if the street were closed, they would have to go <br />all the way around; Benke stated one of the original considera- <br />tions of the council was a matter of convenience as compared to <br />pedestrian safety. <br /> <br />Gunderman restated William's statement that no park plan had been <br />approved, thanked the residents for their thoughts and concerns, <br />asked them to stay for the park plan, and moved, seconded by <br />Benke, to RECEIVE THE PETITION AND REFER IT TO STAFF FOR REVIEW <br />FOR A REPORT TO COUNCIL AT THE MAY 27, 1986, COUNCIL MEETING. <br /> <br />Benke asked Tom Chock if he would act as a spokesperson for the <br />neighbors for the next few weeks; Chock stated he would. <br /> <br />Mayor directed receipt of an additional 14 signatures on the <br />petition. <br /> <br />Representative of St. John's church briefly summarized Father <br />Grieman's letter. <br /> <br />Brandt asked staff to look at the issue of whether or not it <br />would be possible to close the street for short periods of time. <br /> <br />Schmidt would like to have staff gather data to determine what the <br />use of the street is currently. <br /> <br />Williams expressed a need to find out why the street should not <br />be closed. <br /> <br />Resident stated that no matter what is done, the church's parking <br />lot will be a short cut. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Egan stated Rick Poston, Financial Policy Advisory Board Chair- <br />person, was present to make a presentation to the council on a <br />resolution establishing a tax increment policy. <br /> <br />Poston reviewed the staff report, stating they were charged with <br />developing a policy statement for the use of tax increment by <br />the city, never asked to judge or study the merits of the use of <br />taxdincrement financina. .Poston believes the cjty has wisely <br />Ose ~ax lncrement tlnanclng as one ot lts development tools. <br /> <br />Page Five <br /> <br />Tax Increment Policy <br />Report 86-101 <br />Resolution 86-46 <br />
