<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 8, 1986 <br /> <br />Council Business <br /> <br />Krueger reviewed staff report concerning an ordinance amendment <br />to permit a farmers' market in an R-1 loning, single family, <br />subject to a Special Use Permit. <br /> <br />Benke asked to what extent it might be advisable to adopt a <br />license for the operation of the market as opposed to a Special <br />Use Permit, noting he would prefer not to go to that extent if we <br />did not have to; Krueger responded the extent of the farmers <br />market is extremely small and operations are extremely limited, <br />and sees no reason to require license requirements at this time, <br />although that may change if a farmer's market is much larger and <br />much more commercial in nature. <br /> <br />Benke stated that the control mechanism is the granting of a <br />Special Use Permit to the organization and the co-sponsoring <br />organization. <br /> <br />Gunderman questioned what kind of practices other communities <br />have; Krueger responded that, in most cases, they are limited in <br />commercial or industrial districts but that in residential areas <br />some are grandfathered in. No other communities allow a <br />farmers' market in a residential area. <br /> <br />Gunderman would like to see documentation from St. John the <br />Baptist Church; Krueger stated that when the Planning Commission <br />discussed the issue, they felt the residents might enjoy a <br />farmers' market and it does help and there is documentation that <br />a farmers market is beneficial to redeveloping areas, noting that <br />St. John's church is adjacent to a B4, downtown redevelopment <br />district in downtown. <br /> <br />Brandt cited the neighborhood's reasons for accepting the market <br />were that the market would be convenient, especially for the <br />elderly residents, and would provide a less expensive source of <br />fresh vegetables. <br /> <br />Benke stated the council was in agreement that we would like to <br />have a farmer's market, but our ordinance did not permit it <br />because of a technicality and the proposed ordinance change would <br />accomplish that. <br /> <br />Schmidt stated if this type of ordinance is to pass and we are to <br />have the farmer's market types of thing, he would not want to <br />overlook the fact that we have a number of businesses in the City <br />that have excellent produce departments.
